New Schools Director Makes Staff ‘Reassignments’

BLOUNTVILLE, Tenn. – On his first official day as Sullivan County’s new director of schools, Jack Barnes “reassigned” four top-level administrators in an effort he said would make the school system run more efficiently.
On Monday, he removed Evelyn Rafalowski, Deborah Morelock and Mary Rouse from their current positions as the system’s director of human resources, director of elementary education and supervisor of special education, respectively.
Barnes said the three women are free to apply for any other available position and are guaranteed a new job in the system because they are tenured employees.
Rafalowski will work as the system’s new supervisor for technology, transportation and athletics, though she will take a slight cut in pay with her new position. Barnes didn’t know what Morelock and Rouse have planned.
Deborah Morelock’s husband, Chris Morelock, was also removed from his position as the school system’s business manager on Monday. He is not a tenured employee because he has only worked with the system since March 3.
“There’s been some reassignment of duties,” Barnes said Tuesday as he explained the personnel cuts. “We’re just trying to tighten up the organization.”
He said the school system needs to make spending cuts as it deals with the rising cost of food and fuel. Because 75 to 80 percent of the school system’s budget goes toward personnel, he said some staff cuts are needed.
Barnes is shifting the duties previously assigned to the system’s director of elementary education – who supervises education for grades Pre-K to 5 – to the director of secondary education, who is responsible for grades 6 through 12.
He also cut the school system’s business manager position completely from this year’s budget and said he will split its duties among existing school employees and a fourth accountant the system will hire in the future.
Barnes said he hopes to hire a replacement for Rafalowski and Rouse before the school year starts in August. He will also hire a new administrator to keep the system accountable by monitoring its test scores and staff development.
“There’s a lot of challenges out there, and we’ll just have to meet them,” he said. “We’re going to have to do more with less.”
County School Board Chairman Jack Bales said Barnes has kept him abreast about his plans to cut system personnel. The two discussed the plans briefly on Monday, then again in more detail Tuesday morning.
“He’s the director of schools, and by law, has the authority to adjust personnel as he sees fit,” Bales said Tuesday, adding Barnes will send the remaining board members an e-mail explaining the cuts and why they were necessary.
None of the school system employees who were cut Monday could be reached for comment despite attempts made to contact them at home or work.

Whoooooooeeeeeeee! The feathers done flyin in da hen house! This smiling coach done glad somebody got the backbone to clean out the “2 best qualifited” wimmen in the whole entire county! Check their report card there rcarrier31. In my grade book Ds and Fs ain’t the best qualified. Opponent? Shoot! She didn’t even make tha top 2. Every coach knows you eliminate dead weight and them wimmen been dead a long time. That hidden agenda will git u ever time! harff harff I say Barnes got the get up n go to git it done. Or is it git er done! boola boola Barnes keep it going!!!! First and 10.......

As long as “aid-to-dependent-children” is a big tax refund, there will always be more than willing baby factories, ( be they black, white, or yellow!
Maybe Obama will reduce the tax gift for mucho-babbies!

I’ve never understood why people who have a plethora of children get tax BREAKS. It really is irresponsible in this day and age to have more than two. Very few people can truly afford it without some sort of government assistance, be it WIC or “free” (to them) day care. Also, birth control should be cheap and widely available.

Yes he is cleaning house it appears, but i think it should have started with his Wife, since she is high paid. And why would you get rid of the 2 best qualified people in the school system (due to wages as he states) and then offer the position for re-hire? Sounds like Him And Obama have the same morals.
And do you just eliminate your opponent thats running against you, just more of oour great sullivan county school system at work, its not about whats the best interest of the system, but its based more of who you know in sullivan county.Not even about the quality of education for the job.Go ahead and sink yourself a little deeper. P.S. The board members are voted for by the people!!!!

Didn’t a couple of the people who are being “reassigned” apply for the Director of Schools position when the opwning was announced? Perhaps Mr. Barnes feels threatened by intelligent, high-achieving women.

Need more money? How about charging those with more than 2 children a certain amount per extra child. People seem to think they have a right to burden taxpayers for the cost of educating 5-6 children and might take a second look if they know they will have to pay more for more kids. Think it’s bad now? Once the hispanic baby factories invading our country get ramped up it will make current taxes look like a bargin.

I am glad to see that Jack Barnes is trying to clean house at the central office. Now if Mr. Barnes dont fill the vacant offices with one of the good old boys it will be a good start for Sullivan County Education Department.
