St. Paul, Va., Postmaster Arrested On Drug Charges

GLADE SPRING, Va. – A coordinated law enforcement sting operation has led to federal drug charges against a local United States postmaster, and charges are pending against other people, authorities said Wednesday.
Janet Davenport, a Glade Spring resident and the postmaster of St. Paul, Va., was charged last week with conspiracy to distribute oxycodone, according to federal court documents. She is free on an unsecured $10,000 bond.
The documents describe an investigation aided by a confidential source who is “an admitted member of the drug culture,” and who made several drug buys over two months that were supervised by law enforcement.
The operation – which involved, local, state and federal authorities – focused on Davenport and a longtime female friend of hers.
No charges have been filed against the friend, but Glade Spring Police Chief Matthew Mullins said Wednesday that charges would be forthcoming against her and several other adults.
“We are still waiting for some stuff to come back,” he said.
Davenport’s friend is addicted to oxycodone, according to an affidavit by a special agent for the Drug Enforcement Agency. She sells the prescription drug she obtains from Davenport and returns the proceeds to Davenport.
“[The friend] has the key(s) to ‘Janet’s’ residence,” wrote special agent Brian Snedeker. “Sometimes ‘Janet’ leaves her hydrocodone tablets in her home and tells [her friend] to just stop by, let herself in, and pick up the tablets.”
The purchases took place at the friend’s residence, where Davenport would show up with a prescription of oxycodone for her friend to sell.
Federal authorities searched Davenport’s residence on June 24 and found a bottle of prescription hydrocodone. When questioned, Davenport told investigators that she and her friend had been “trading” pills for about two years, and that her friend sells hydrocodone tablets for $7 each.
Investigators asked Davenport three times how much money her friend had given her for the pills, but Davenport did not respond and “stared at the floor.” She asked if she needed a lawyer.
“The interview was terminated at that time,” Snedeker wrote.
Chief Mullins described the friend’s home as a “health hazard,” with five or six cats and between three and five dogs suffering from fleas and mange. He has notified animal control officers, he said.
Court records in Washington County, Va., show that the friend was convicted in 2007 on a slew of animal neglect charges, ranging from no county dog tags to no rabies shots to letting the dogs run at large.
She received no jail time for the misdemeanors, and paid $115 in fines and court costs.

The town of St Paul needs to look back. The ex-mayor son’s are one of the biggest druggies in St Paul. That’s why they didn’t like the way Brooks did his job. What about when the ex-mayor calls back an officer that’s in route to taking one of his sons best friends to be processed to wise county for a dui. Then he fired that officer. Mr. Fletcher would be the best mayor that St Paul has seen in many years. He will not put up with the nonsense that the last mayor allowed to happen. Let’s get to the real reason I think Brooks got fired. During the election, Brooks and the police dept charged 4 people who were not registered to vote trying to vote in the election. Brooks was put down for voicing his opinion during the election, but what about freedom of speech. He was trying to get the right people in to stand behind him to help clean up the town. The over 60 drug charges that were made in the past year were made because Brooks motivated the officers to make the arrests compared to the previous 8 years when only 10 charges were made by the whole police dept. Every body was kicking about Porter getting fired, but look what happened while he was in office. He had officers entering old peoples homes to help with their medication, but instead of helping they were stealing their meds and selling them on the street. Is that what the new council and ex-mayor want patrolling the streets of St Paul? They just need to take the politics out of it and do what’s best for the town of St Paul. And quit trying to get revenge on each other. If you ask the people of the town I think they would agree that Scott Brooks was doing his job as the Chief of Police.

St. Paul has gone to the dogs! The newly elected officals fired the Police chief who has made a substantial dent in the drug problem. The very next day the postmaster is arrested for drugs.
It is a shame that the new Town council is taking the same approach to town affairs as the last council.
The actions of this council show they are just as spiteful and that they are motivated by personal vendettas not the best interest of the town
The town of Saint Paul has suffered a series of black eyes over the last few years and it is all the same ole’ crusty ex-school teacher-principals, politicians, and self proclaimed leaders which have given the town these blows. The town of St. Paul would do well to get rid of all the existing Council members, Mayor, and start from scratch. There are several young professional, forward thinking, citizens who could step up and make a positive change in the management of the town. So if you are reading this and you feel as if it is directed to you, It is! You have outlived your political usefulness. Enjoy your retirements; pass the baton to younger people who are not so bitter and are not motivated by self righteousness and petty paybacks.

I wish the feds would just come down here and clean up this crooked little place. We already had cops getting busted selling dope, people embezzling from the school, the whole town counsel fiasco along with the Dominion drama, now the postmaster is dabbling in drugs? Crime is St. Paul and the surrounding area’s main source of income and I have said it many times. It’s the ones in power doing the worst crimes.

Of course Davenports friend received no jail time for mistreating animals. That’s why she did it again, and why most slobs who mistreat animals will continue to do so. But, hey, it’s ONLY a dog/cat!!!
