ABINGDON, Va. – Withers Hardware Restaurant won’t be allowed to serve another mixed drink until at least mid-July, said Virginia Alcoholic Beverage Control officials.
After ABC agents filed complaints about activity at the restaurant, its licenses to sell beer, wine and liquor are suspended for at least 60 days and up to an additional 30 days, according to documents from an agency hearing.
“It is unfair,” said restaurant owner Hazel Ramos-Cano. “It’s not my fault that people bring in some contraband drinks. It’s not my fault that someone walks out with a beer in spite of the fact that we have a person watching the door.”
Ramos-Cano, a 71-year-old elder in the Presbyterian Church, said she does not drink alcohol and has never faced so much as a traffic violation.
In 13 years of doing business in town, she said she’s never had a problem with ABC licenses, and the suspension may cost her $40,000 in lost income.
“I don’t see the purpose of doing this,” said kitchen manager Don Heath.
Dining room manager Dwyane Anderson said the suspension has affected business and has temporarily ended the restaurant’s live entertainment – effectively shutting down Abingdon’s nightlife and shifting the downtown restaurant crowd to establishments around Interstate 81’s Exit 7.
“We are basically singled out because we are the only restaurant in Abingdon that’s open after 10 [p.m.],” Anderson said. “If anything happens in Abingdon after 10, they always come to the Hardware.”
Based on the current meals tax rate of 6 percent, the loss of business could also mean $2,400 in lost revenue for the town.
The first set of complaints by ABC agents stemmed from a night during last year’s Virginia Highlands Festival; the second were from November.
From the first complaints, an administrative hearing officer found that the restaurant management allowed unauthorized beverages to be kept and consumed, allowed intoxicated people to loiter on the premises, allowed consumption of alcohol after 2 a.m., allowed consumption of alcohol by an employee on duty and allowed beer to be removed from authorized areas.
According to hearing documents, ABC agents watched restaurant patrons drinking after 2 a.m., dancing on the bar as employees cheered them on and customers staggering drunk through the restaurant and parking lot.
The penalty imposed was a 90-day ABC license suspension, which was reduced to 60 days with the payment of a $2,000 fine.
From the second complaints, an administrative hearing officer found that the restaurant allowed consumption of alcohol by an intoxicated person. The penalty is a 30-day suspension, which will be reduced to 10 days if the restaurant pays a $3,000 fine.
Ramos-Cano said she paid a lawyer $1,500 to represent her in a 25-minute hearing, but she was not aware she faced another suspension – or that she has until June 9 to appeal before the decision becomes final.
She said her honesty and lack of knowledge about the legal process has added to her troubles – a document from the first hearing, in which she was not represented by a lawyer, describes her attitude as “lackadaisical” and a reason for “imposition of a significant penalty.”
She said her other businesses – which include two inns, a catering company and other businesses in town – are helping to support the restaurant during this difficult time. The suspension will not drive the restaurant out of business because, she said, “There is so much love and care that has been given here.”
Her saving grace has been bus tours coming into town for plays at the Barter Theatre, she said.
Ramos-Cano says the suspension is a major embarrassment, and she speaks in frustration about the seven-day-a-week effort she puts into her business.
“This is so haltingly significant,” she said. “It’s painful. You get 14 people coming in and they start ordering beer. We say, ‘We’re sorry. Our beer and alcohol is suspended,’ and they walk out.”
She said the Hardware has made some staff changes and will implement new policies to avoid future violations when the restaurant’s liquor license is reinstated. Last call will be at 12:30, she has changed the glassware to plastic and has added two staff members to monitor the parking lot.
Meanwile, ABC spokeswoman Becky Gettings said there’s no simple formula to determine when an establishment loses its license permanently, and she would not comment on how close the Hardware is to doing so.
“It’s case by case, based on the hearing,” she said.

I wonder why the abundance of Hazel’s so called “friends” and “loyal employees” haven’t defended her against the comments left by us “self-righteous snobs”? Because it seems as though the only friend this “dynamo” has is the poor schmuck below who was paid off to write something good about her. I bet MarQ doesn’t pay to eat at the Hardware. Careful buddy contrary to what the princess has told you, roaches are NOT a good form of protein. Although they do eat them in some foreign countries....Phillipines maybe??

Employee turnover in all of Hazel’s business ventures would be the truest indication of what type of boss she is. MarQ, I would love to fill the shoes of self-proclaimed royalty. You are a lucky person to be her friend!

I wish your remarks were true, but sadly they are not.It is very apparent that you do not know the REAL Hazel. You are also NOT a part of the close knit Abingdon community that has had to deal with this woman. We all know her FOR WHAT AND WHO SHE IS. We IT hear from her guests- that are never repeats. They go to other B&B;’s and tell their horror stories.
I work for a company in Abingdon that two years ago we were to buy 300.00 worth of gift certificates from each of the abingdon restuarants to give away for employee encentives. I placed a call to Mrs. Hazel Cano to buy the gift certificates. She answered the phone. I started my spill about what we were going to do with gift certificates. She stopped me mid sentence and said “You will get nothing free from me! DO NOT CALL HERE AGAIN!!!” and hung up before i could even tell her we were wanting to purchase the gift certificates for some employee incentives. I let my bosses know what she said. We have never and will never bother her again.
I actually found a LIVE roach in my salad and i called it to my waitress’ attention. Hazel herself came to our table and accused us of bringing it in! No sir, she is not a nice or intelligent woman and as far as the phillipine thing goes. She is a DISGRACE to her so called royal heritage. Princess Hazel? HA! More like the Princess of darkness. She is a vile and disgusting oger in a small meek looking frame. Every comment on this page about that creature is true except for yours MARQ. You just dont know and your Ignorance is no excuse for mean spirited acussations against our wonderful little town.

Are all the self-righteous snobs of Abingdon finished piling on Hazel Ramos-Cano? I consider her my friend, and, as everyone has pointed out, she is a contentious person who does go over the top at times. And I, too, have had my run-ins with her on a professional level. But she is far from the malicious and the horrible person I read in all these slanderous remarks. If she were a man, she would merely be “hard-headed” or “eccentric.” Or perfect as a reality show chief who rants and raves to the pleasure of an adoring audience! To understand Hazel, (like many of her loyal employes and friends do) is to realize her Phillippine heritage has some genetics that contribute to her demeanor. Just like Hispanics, who constantly want to deal down to a lower price. She definitely has her quirks. But I admire Hazel for the guts she has to take on the snobs of Abingdon as a female business owner. If you knew anything about this very intelligent woman, you’d realize some of her gruff is an act. Sort of the way some women wear the “bitch” label as tiara with pride. Intimidation is a powerful business tool. My perception is Hazel thinks her sometimes abrasive attitude gives her an advantage in the bigoted, backward, male-dominated environs of Abingdon. What a lightning rod this dynamo has become in just a short six or seven years in Abingdon! If she wasn’t good, who’d care? The fact she is paid attention to, is a tribute to her success.
You might be interested to know that Hazel came to Southwest Va after a full career using her Penn State master’s degree as an educator in North Carolina to work with the governor and begin the Head Start program decades ago. She met husband Richard and moved to Abingdon, then started a new career with the bed and breakfasts, and the restaurant, to satisfy her life-long passion for the culinary arts. Hazel is a loving mother of a very successul daughter and son, and a proud grandmother. Yes, mistakes were made at Withers, and she is paying the price--as are all the fine employees who are now scrambling to make ends meet. I wish Hazel would be less fiesty and more conciliatory in dealing with the ABC punishment. I’m sure her narrow vision is partly because she takes it so personally. I may not always see eye-to-eye with Hazel, but I respect her. Walk a mile in her shoes, and you would too.

Hazel is a retched, wicked, sorry excuse for a human being and just plain evil to her employees not to mention customers. I feel sorry for the people who work under her and even sorrier for Richard, her kind husband who has to live with that witch. He is such a nice man and never has anything hateful or mean to say to anyone. You would expect more diplomacy from someone who claims to be a Phillipino princess initially welcomed into our community with open arms. Most people who overcome a life threatening illness embrace the best in life and devote their efforts toward humanity not against it....not Hazel. She seems to have embraced the darkside. No one ever has anything nice to say about her as you can clearly see from these comments. Just call the Hardware and see how she answers the phone. She’s rude and hateful and heaven forbid you need to talk to someone working there because she will demand to know who you are, what you want and then hang up on you. The employees there are awesome individuals who have to constantly walk on eggshells around that witch because they never know what she’s gonna do or say next. I can’t imagine having to come to work everyday with satan.

Now I truly must ask. Where else in the WORLD has a 5 star restaurant had it’s liquor license suspended. And yes, Hazel advertised that for Mother’s Day she was a 5 star restaurant. That must be confused with her being an elder.

Since Mrs.Ramos-Cano took over the Hardware Restaurant it has gone to the dogs.I don’t see how the health department can continue to let them operate.The place is filthy and it stinks to High Heaven!The food is deplorable and grossly over-priced.The best thing that could happen would be for the doors to shut.We refuse to go in the place anymore.When I see people browsing the outside menu,I want to tell them to avoid it.We need the money tourists bring to Abingdon.What we don’t need is bad publicity from establishments such as the ones run by this woman.

I’ve met this woman on a number of occasions inside and outside of her businesses. Perhaps the least friendly and most unwelcoming individual ever to operate in the hospitality industry. Abingdon’s little own Leona Helmsley comes to mind.

Wither’s Hardware is a repugnant place. Prostitution and drug deals can often be seen going down in and outside of the establishment. I am glad that the local authorities have finally caught on. I hope they yank her ABC license for good!

Hazel Ramos-Cano owns quite a few disreputable and run-down businesses in Abingdon. They are the following The victoria- Albert Inn, The Love House B&B;,both are located off valley st., The Eclectic Chef (operates out of the Harware),The Frame shop,and SomeThyme bistro both located in Jack rabbit printing shopping center. If people want new owners for the Hardware then they must stop going and supporting the unsavory and adhorent practices Wither’s Hardware is known for.
