BLOUNTVILLE, Tenn. — A Sullivan County commissioner wants to give an alternative-sentencing program “more teeth.”
Last month, the grand jury declined to indict former Highway Commissioner Terry Shaffer. According to the grand jury, Shaffer took extended lunches and drank alcohol on the job. He participated in activities with women who were part of the community service program, something that District Attorney Barry Staubus deemed questionable but was not found to be illegal.
